Local & Subnational Government engagement platform for advancing the Action Agenda for Nature and People and the post 2020 global biodiversity framework

The Secretariat of the Convention on Biological Diversity endorses CitiesWithNature as the official platform for local and subnational governments to connect and report on their ambitions and commitments to the Action Agenda for Nature and People, and the Post-2020 Global Biodiversity Framework. As such, this webpage will shortly be housed on the CitiesWithNature website. Watch this space!

Background to the post-2020 global biodiversity framework

In 2020 the Parties to the Convention on Biological Diversity will adopt a post-2020 global biodiversity framework as a stepping stone towards the 2050 Vision of “Living in harmony with nature”. In its decision 14/34, the 14th Conference of the Parties (COP 14) to the United Nations Convention on Biological Diversity (CBD) adopted a comprehensive and participatory process for the preparation of the post-2020 global biodiversity framework. The Secretariat of the CBD (SCBD), together with the Governments of Egypt and China, launched the Sharm El-Sheik to Beijing Action Agenda for Nature and People at COP 14 in Sharm El-Sheik in November 2018.

Subnational governments are encouraged to actively engage and contribute to the process of developing a robust post-2020 global biodiversity framework; facilitate dialogues, meetings and consultations on the post-2020; and to make the results and outcomes of such dialogues, meetings and consultations available the CBD clearinghouse and other appropriate mechanisms.

The Action Agenda has three main objectives:

  • Raise public awareness about the urgent need to stem biodiversity loss and restore biodiversity health for the sake of humanity and the global ecosystem;
  • Inspire and help implement nature-based solutions to meet key global challenges; and
  • Catalyze cooperative initiatives across sectors and stakeholders in support of the global biodiversity goals.

In support of the process, ICLEI is collaborating with the following partners:

Together we have committed to mobilising and coordinating local and subnational action and contributions to the Action Agenda for Nature and People on the journey to Cop 15 in China in 2020 and the associated consultation and negotiation process on the post-2020 Global Biodiversity Framework (GBF). This commitment was made in the closing session of the 6th Global Biodiversity Summit of Local and Subnational Governments, held in the margins of COP 14 on 23 and 24 November 2019 in Sharm El-Sheikh, Egypt. We also welcome other actors, networks and initiatives to join this growing community of leading local and subnational actors under the auspices of the Global Partnership on Cities and Biodiversity, co-chaired by the SCBD, ICLEI and Regions4. Additionally, the Subnational Coalition for Biodiversity Action was launched at COP 14 with the objective of gathering a group of leading provinces, states, regions of the world in support of CBD Parties in the preparation of the post-2020 Global Biodiversity Framework.

Negotiations

The negotiations to develop the post-2020 global biodiversity framework, prior to COP 15 in Beijing in 2020, will be undertaken by a dedicated open-ended intersessional Working Group. This Working Group is led by two co-chairs, Mr. Francis Ogwal (Uganda) and Mr. Basile van Havre (Canada) and overseen by the Bureau of the Conference of the Parties. As a first step in developing the post-2020 global biodiversity framework, a discussion document summarizing and analyzing the initial views of Parties and observers, and an information document synthesizing all of the submissions, are available. In addition, a series of regional consultation meetings for the post-2020 global biodiversity framework are scheduled for early 2019. The first of these meetings, for the Asia and Pacific Region, took place in Nagoya, Japan from 28 to 31 January 2019. Further meetings are scheduled for the Western Europe Region, from 19 to 21March in Bonn, Germany; the Africa Region from 2 to 5 April in Addis Ababa, Ethiopia; and the Central and Eastern Europe Region in late April.

Our Summits

Successive Global Biodiversity Summits of Local and Subnational Governments, held as official events in parallel to the CBD COPs since COP 9 in 2008, have resulted in increasing numbers of COP decisions on local and subnational governments. This proud tradition was surpassed at COP 14 where intensive engagement between Parties, all levels of subnational government and the SCBD led to an unprecedented number of decisions – seven in total – that relate to local and subnational governments. This is testimony to CBD Parties’ and the SCBD’s recognition of the vital role that cities and regions play in contributing to the CBD objectives and attainment of the Aichi Biodiversity Targets. CBD COP 14 also saw the adoption of the Sharm El-Sheikh Communiqué for Local and Subnational Action for Nature and People from the 6th Global Biodiversity Summits of Local and Subnational Governments. The Communique calls on CBD Parties to strengthen their commitment to multi-level integration and collaboration with local and subnational actors to stem biodiversity loss and restore ecosystem health for the sake of people and nature.

Commitments

Building on the successes and commitments made in Sharm El-Sheikh in 2018, it is clear that now more than ever, all Parties, governments at all levels  and their stakeholders need to step up their efforts significantly and to work together to realize, enable and unlock to fullest potential, the rich, diverse and collective contributions, and that of our growing urban populations, to significantly, rapidly and collectively implement actions for contributing directly and measurably to the attainment of the global biodiversity agenda.

On this front, we proudly announce CitiesWithNature, a game changing new global initiative by founding partners ICLEIThe Nature Conservancy (TNC) and The International Union for the Conservation of Nature (IUCN). CitiesWithNature is a shared platform for all cities, regions and other subnational authorities to connect and engage in mainstreaming nature into cities and regions in ways that benefit both people and nature. It serves as the ‘one stop shop’ for all levels of subnational governments to connect, share and report on their actions in contributing to making progress on the Strategic Plan for Biodiversity 2011-2020, its twenty Aichi Biodiversity Targets, and the Action Agenda for Nature and People. It will also provide the space for the local and subnational government voice to be heard in shaping the post-2020 Global Biodiversity Framework and associated local and subnational roadmap, in support of the 2050 Vision for Biodiversity.

The CitiesWithNature online platform will provide the official mechanism for promoting, coordinating and reporting on local and subnational government actions, contributions and commitments in this regard, as endorsed by the Secretariat of the Convention on Biological Diversity.

It is here, under the auspices of CitiesWithNature, that you will be able to share your cities’ intentions, ambitions, and commitments to the current and future global biodiversity agenda.
