Effectively implementing the Nationally Determined Contributions (NDCs) necessitates the strengthening of multilevel governance, as one key element for success. The preamble of the Paris Agreement recognises the engagement of all levels of government in addressing climate change, as pivotal to holding the increase in the global average temperature to well below 2 degrees Celsius (°C) above pre-industrial levels and to increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience. The enormity of this challenge can only be met if national, regional and local governments achieve policy alignment in addressing climate change and sustainable development, also enabling implementation of local action. ICLEI represents small to large, and often fast growing cities, as well as vast metropolitan areas, capitals, provinces and regions.
