The opening plenary sets the scene and tone for the Summit as a whole. It includes the ceremonial formalities and ‘handing over of the baton’ from 8th Summit host city to 9th Summit host city. The hosts of the 9th Summit of Local and Subnational Governments will formally welcome the Mayors, Governors, other VIPS and delegates, and declare the Summit open. The opening plenary speakers will each make opening remarks expressing their ambitions for the Summit & COP outcomes.

CONNECTING AGENDAS

Global Leadership and the Road to 2030 will feature senior representatives from UN agencies and leading international organizations. The discussion will explore progress under the global frameworks, the outcomes of the global review, opportunities for greater coherence across the three Rio Conventions, and the enabling policies, partnerships and financing needed to accelerate implementation.

Local and Subnational Leadership Driving Global Change will spotlight national government, mayors, governors and subnational leaders who are demonstrating how integrated action on biodiversity, climate and land restoration is being delivered on the ground. Through practical examples and commitments, the discussion will highlight how cities and regions are closing the implementation gap, contributing to the goals of the three Rio Conventions, and raising ambition in the decisive years leading to 2030.

FINANCING SOLUTIONS

Mobilising Finance and Enabling Action will bring together leaders from multilateral development banks, international financial institutions, donor agencies, philanthropic organisations and global partners to discuss how finance, policy instruments and partnerships can be better aligned to unlock investment for nature, climate and sustainable development at the local and subnational level. The discussion will also explore innovative financing mechanisms and the institutional support needed to accelerate implementation.

Accelerating Implementation on the Ground will feature local and subnational governments sharing their experiences in accessing finance, building institutional capacity, strengthening monitoring and reporting systems, and leveraging partnerships to implement integrated biodiversity, climate and land restoration actions. The discussion will showcase practical solutions and opportunities to scale local action in the decisive years leading to 2030.

The closing plenary will serve as a culmination of the Summit, reflecting on the discussions, insights, and progress made throughout the event. This session will include ceremonial formalities, and messages from selected political leaders and heads of institutions. The closing plenary speakers will each make concluding remarks, summarizing key outcomes and expressing their visions for the implementation of Summit and COP agreements, and the path forward for local and subnational governments in global biodiversity and climate efforts.
